The powder tested negative for anthrax, which was the first substance feared to be in the envelope, and additional tests were then done for other possible hazardous materials, according to Los Angeles police Officer Bruce Borihanh.

Early this afternoon, tests determined that the powder was not a hazard, Borihanh said. The investigation was continuing, however, and involved the FBI and the LAPD.
